Two more people have been arrested related to a robbery at London's Heathrow Airport where 21 people sustained injuries by a substance believed to be an irritant spray, according to law enforcement.

A man, 24, was arrested in the Lambeth area on suspicion of theft and assault and a 23-year-old woman was arrested on suspicion of conspiracy to commit robbery. They both remain in custody, the force said.

The arrests come after an investigation into an attack at the multi-level parking garage at Terminal 3 this past Sunday. Prior to the attack, a pair of female travelers had stolen from them their luggage after getting out of a car park lift.

A toddler aged three was among the those hurt in the event. A total of five individuals were taken to the hospital for medical care and were later released.

Police arrested a man in his thirties for suspected theft and assault close to the location. He has since been released under investigation as the investigation proceeds.

Police were called at approximately 08:10 GMT after reports came in regarding several individuals hurt by an irritating chemical believed to be an irritant spray.

The assault - an event that authorities stated was isolated and not being treated as terrorism - resulted in delays to rail services and the temporary shutdown of the Central Terminal Area tunnel and the T3 car park briefly.
