Tehran is ready to resume atomic discussions with Washington on condition that it is approached with "dignity" and "respect", Tehran's top diplomat has stated.

The Iranian diplomat stated solely negotiations was effective, and revealed fresh requests had come from intermediaries to restart negotiations with the American leadership. He said Iran had zero secret atomic facilities, and Iran could not yet allow the UN nuclear inspectorate to inspect bombed nuclear sites for protective measures.

Walking a Challenging Route

Araghchi is walking a complex route since Iran does not want be perceived to be proceeding from a stance of weakness, and he insisted repeatedly that Iran had arisen more powerful in military terms and emotionally from the Israeli-US attack on its atomic facilities in June.

He was speaking at a security conference in Tehran where he reiterated that Iran had "an inalienable right to enrich uranium on home soil that it will never give up" – the primary cause of the impasse in the previous talks.

Prior Negotiations Abruptly Terminated

The previous five rounds of discussions between the US and Iran were concluded unexpectedly and bitter termination on 12 June when the Israeli government, with American backing, targeted Tehran's atomic facilities in a fortnight-long engagement that concluded with the US president claiming the locations had been obliterated. Subsequently, European countries employed their privilege to restore UN-wide sanctions, but Iran maintains they have not had a major impact.

Ideal Resolution Suggested

Iran's diplomats stated they felt they had reached a "ideal resolution" to the enrichment issue in earlier negotiations, when it was decided an Iran-based consortium with US participation could process nuclear material. Both sides would have been able to declare success since local refinement would have continued and the US could be certain that Iran's enrichment initiative was exclusively peaceful.

It had not been decided in the talks that US nuclear scientists could operate inside Iran, but that was a reasonable assumption of the cooperative offer. Diplomats asserted three times they had achieved a deal with Washington's diplomat Steve Witkoff only for the arrangement to collapse due to "detractors in America".

Current Position

Iranian officials said the partnership proposal was now withdrawn, but it seems highly likely the proposal could be reintroduced in some form if discussions resume.

The American leader recently said he had been receiving messages that Iran wanted to restart talks, but confidentially Iranian officials say they are not yet receiving consistent overtures from America either directly or from important Middle Eastern intermediaries, such as the Qatari government, Egypt, Oman and the Saudi kingdom. The Iranian foreign ministry has been accused of inactivity in the face of Washington's unmediated tactics, but Iran asserts dialogue is not part of a performance.

Diplomatic Position

In his remarks to the forum, intended to portray the US as a controlling nation that misuses the notion of international law, Araghchi declared the fortnight-long engagement demonstrated the conflict could not be ended by combat operations. He said the strikes started with a Washington's ultimatum for an unconditional Iranian surrender and culminated with an complete request for a truce.

Iran is convinced the opening assaults from Tel Aviv were mounted with full US knowledge and collaboration, making faith hard to restore.

Dialogue Remains the Primary Answer

Araghchi stated: "It was not Iran that had abandoned diplomacy; it was America and the western countries that had consistently attempted to dictate their desires during the negotiations. Diplomacy can still be viable and remains the primary answer to settle disagreements, but its standards, regulations and principles must be followed."
